Glenn A. Delgado,

Mr. Glenn A. Delgado is the Assistant Administrator of the
National Aeronautics and Space Administration's (NASA) Office of Small Business
Programs. As the Assistant Administrator,
Mr. Delgado provides executive leadership and policy direction for developing
and implementing policies and initiatives throughout NASA, to ensure that all
categories of small businesses are afforded opportunities to compete for agency
contracts.
Prior to his appointment to NASA, Mr. Delgado served as the
Acting Director of the Department of the Navy's Office of Small Business
Programs. He was the Department of Navy's
Mentor-Protigi Program Manager for the six years he was assigned to the Navy's
Small Business Program Office. Other
responsibilities included conducting statistical analyses of the Navy's Small
Business Program targets, monitoring the Navy's Veteran-Owned Small Business
Program, and undertaking several special projects.
Mr. Delgado also served as the Director of Small Business for the
Naval Air Systems Command (NAVAIR). He
has over 25 years of acquisition experience.
While at NAVAIR he worked on several major weapon system programs and
served as the Procuring Contracting Officer (PCO) for the A-6, EA-6B, and
F/A-18 C/D aircrafts.
Mr. Delgado received his MBA from Marymount University and graduated from NAVAIR's Senior Executive Management Development
Program. He is Level III certified in
the Acquisition Professional field of Contracting and is a member of the
Acquisition Professional Community.
Mr. Delgado was awarded two Department
of the Navy Meritorious Civilian Service medals, for his innovative approaches
in the acquisition process while serving as a PCO for the EA-6B aircraft and for
his performance as the Director of Small Business at NAVAIR. In September 2006 Mr. Delgado was awarded the
Superior Civilian Service medal for his exceptional service to the Navy Small
Business Programs Office.
Rear Admiral Michael C. Bachmann
Commander, Space and Naval Warfare Systems Command

Rear Admiral Bachmann is Commander of the Space and Naval Warfare
Systems Command (SPAWAR). He is responsible for providing information
technology and space systems for today's naval and
joint services. Additionally, he is the chief engineer for developing,
delivering and maintaining effective, capable and integrated command, control,
communications, computer, and intelligence systems. He is also responsible for
engineering and assessing FORCEnet, the foundation of
the Sea Power 21 vision.
Rear Adm. Bachmann graduated in June 1974 from the United States Naval Academy
with a Bachelor of Science degree in Aerospace Engineering. Rear Adm. Bachmann
subsequently attained a Master of Science degree in Systems Management,
and a doctoral degree in Psychology and Technology from the University of Southern
California during off duty hours. A graduate of
the Naval War College,
he was additionally awarded a Master of Arts degree in National Security and
Strategic Studies in 1990.
Rear Adm. Bachmann has acquired extensive acquisition experience
through a wide variety of afloat, shore-based and joint duty assignments. He
has completed ship's company sea duty assignments aboard USS Ranger (CV-61),
USS New Orleans (LPH-11), and USS Enterprise (CVN-65), and fleet assignments at
Naval Air Station
North Island
and the Commander Naval Air Forces Pacific staff.
In 1990, Bachmann was assigned to the Naval Air Systems Command
(NAVAIR) as the Deputy Director for Aviation Logistics Information Systems. He
was subsequently assigned to the Joint
Logistics Systems
Center, WPAFB Ohio, as a DoD Major Program Manager (ACAT I).
On Dec. 7, 1993, Bachmann was assigned as the Director of the
Joint Depot Maintenance Analysis Group under the direction of the Joint
Logistics Commanders and the Office of the Secretary of Defense (OSD).
Bachmann assumed command of the SPAWAR Naval Tactical Command
Support System (NTCSS) on Nov. 17, 1995. NTCSS, a DoD ACAT I program, was selected into the Secretary
of the Navy Acquisition Hall of Fame in April 1998, nominated for the OSD
Packard Award, and awarded the OSD Certificate for Acquisition Excellence.
During this period Bachmann was assigned as the Acting Director of Information
Support Systems and was responsible for the oversight of a multitude of
information technology acquisition programs.
From August 1998 through June 2000 Bachmann was assigned to the
Chief of Naval Operations, Air Warfare Division, as the Head, Aviation
Maintenance Programs responsible for the execution of accounts in excess of $18
billion for the advancement of Naval Aviation.
Bachmann was assigned as the Commander, Naval Air Warfare Center
Weapons Division in September 2001 with additional responsibilities as NAVAIR
Assistant Commander for Test and Evaluation, and Shore Station Management. In
February 2003 he was assigned as the NAVAIR Assistant Commander for Logistics
and Industrial Operations. Bachmann was selected to be the NAVAIR Vice Commander in March 2005.
Rear Admiral Leendert (Len) R. Hering, Sr.

Admiral Leendert "Len" Hering,
Sr., was born in Portsmouth,
Va. and commissioned through the
NROTC Scholarship Program from State University of New York Maritime College in
1977 with a Bachelor of Science degree in Meteorology and Oceanography. He has
also earned a Master of Science degree in International Relations and Strategic
Studies from the Naval War College,
and a Master of Science degree in Business Management from Salve Regina
University in Newport, R.I.
Rear Adm. Hering's initial sea
assignment was aboard USS Santa Barbara (AE 28), where he served as 1st and 2nd
Division Officer and Assistant First Lieutenant. Upon completion of Department Head School
in 1980 he was assigned to the commissioning crew of USS Fahrion
(FFG 22) as Ship's Control Officer and later as Combat Systems Officer. He had
command of USS Aries (PHM 5) from January 1989 to January 1991 and USS Doyle
(FFG 39) from July 1995 to March 1997. Doyle was a member of the Vinson Battle
Group in Desert Strike; the ship earned the Battle "E," all possible
departmental awards, the 1996 Chief of Naval Operations LAMPS Safety Award, and
two TYCOM Safety Awards.
His assignments ashore include duty as operations and plans
officer to Commander, Destroyer Squadron Twelve; aide and administrative
assistant to the Deputy Chief of Naval Operations for Naval Warfare; Action
Officer, Pacific Command Branch J-33, Joint Operations Directorate, Joint
Staff; 1st Battalion Officer and Ethics Instructor, U.S. Naval Academy,
Annapolis, Md.; Commanding Officer of Naval Base San Diego; Commander, Naval
Surface Group Pacific Northwest; Commander, Navy Region Northwest, and
presently Commander, Navy Region Southwest.
Rear Adm. Hering's personal awards include

Commander Tim
"Eel" Morey was raised in North Salem,
New York, and was commissioned in May 1987
through the NROTC Program at the State University of New York Maritime College,
Bronx, New
York, where he earned a Bachelor of Science Degree in
Electrical Engineering, and a USCG Third Mate license in the Merchant
Marine. He attended flight school in Aug
1987 and was designated a Naval Aviator at VT-25 in July 1989, NAS Beeville, Texas. After initial training in the F-14B Tomcat
with VF-101 at NAS Oceana, Virginia, he was assigned to the Ghostriders of VF-142 in June 1990 which was deployed to
the Mediterranean at the time. He completed a deployment to the
Mediterranean in support of Operation Desert Shield, and a deployment to the Persian Gulf in support of Operation Desert Storm.
Commander Morey
reported to VF-45 at NAS Key West, Florida, as an Adversary Pilot in June
1993. Flying the T/A-4J, A-4E,
F-5E/F, F-16N and F/A-18A, he participated in 16 Strike Fighter
Air Combat Maneuvering Readiness Programs (SFARP) training fleet F/A-18 pilots
in basic fighter maneuvering and air-to-air weapons employment. He was the section tactics and fighter
missions instructor, and also served on the Training Standardization Board. He also served as the squadrons
Administrative Officer and Contracting Officers Representative (COR) overseeing
contract aircraft maintenance. When
VF-45 disestablished in March 1996, Commander Morey was selected as an
Aerospace Engineering Duty Officer (AEDO) and reported to the Naval Postgraduate
School in Monterey, California,
where he earned his M.S. degree in Aerospace Engineering.
He attended the
U.S. Naval Test Pilot School at NAS Patuxent River, Maryland,
and was a distinguished graduate of class 115 in the summer of 1999. Commander Morey was then assigned to Naval
Strike Aircraft Test Squadron (Currently Air Test and Evaluation Squadron TWO
THREE) where he worked with the F/A-18 E/F Integrated Test Team (ITT) for the
Super Hornets follow on test and evaluation phase. He was the project officer/test
pilot for departure/spin, flutter, loads, carrier suitability, environmental
control system (ECS), and fuel system testing for the E/F. He was also actively involved with the F-14
project team flying envelope expansion flight tests for the Digital Flight
Control System (DFCS); Mode 1 certification for DFCS configured F-14s, and
completed initial weapons separation testing for F-14 JDAM.
Commander Morey
next served as the Tomahawk Test Director within PEO(W)
at Patuxent
River, Maryland, from
October 2001 to December 2003. Commander
Morey and his team successfully conducted 27 developmental and operational
Tomahawk flight tests, demonstrating a record setting list of firsts and new
capabilities including the first flight of Tactical Tomahawk, first launch of a
Tomahawk from an Ohio class submarine, first flight of a Tactical Tomahawk Penetrator Variant, first use of the launch platform
mission planning capability, first demonstration of the Tomahawk Strike
Network, first use of sub terminal TERCOM maps, and the first use of embedded
GPS TSPI. In March 2004, Commander Morey
reported to Air Test and Evaluation Squadron THREE ONE (VX-31) as the Chief
Test Pilot. In September of 2005,
Commander Morey assumed command of VX-31.
Commander Morey
assumed his current duties as the Military Director of NAVAIRs
Weapons and Energetics Department in March of
2007.
Commander Morey
has over 2,800 hours of flight time in 29 different aircraft. His personal
awards include two Navy Meritorious Service Medals, two Navy/Marine Corps
Commendation Medals, and two Navy/Marine Corps Achievement Medals. He is a member of the Society of Experimental
Test Pilots (SETP) and is currently serving on the Board of Directors as the
Legal Officer, and the American Institute of Aeronautics and Astronautics
(AIAA) where he serves on the Flight Test Technical Committee.
Captain Frank D. Unetic, USN
Commanding Officer
Captain
Frank Unetic earned a Bachelor of Science degree in
biology from the University
of Minnesota before entering
the Navy in 1979 through the NROTC program. Upon completion of submarine
school, he was assigned to the USS Tecumseh (SSBN 628) where he served as the
Assistant Weapons Officer. On completion of his submarine and strategic weapons
qualifications he was assigned to USS Barbel (SS 580)
in 1982.
While assigned to USS Barbel, he served
as the Weapons Officer and Assistant Operations Officer, completing one
deployment to Seventh Fleet. In 1985 he was assigned as Strategic Weapons
Officer for the USS Georgia (SSBN 729) blue crew, completing six patrols,
including the first Ohio class submarine
deployment to Guam.
In 1989 he entered the nuclear power pipeline; in 1990 he
reported aboard USS Puffer (SSN 652) where he served as Main Propulsion
Assistant and Reactor Controls Assistant before completing his nuclear powered
engineer qualifications in 1992.
From 1992 to 1994 Captain Unetic served
as Executive Officer aboard USS Bremerton (SSN 698). He reported to the Chief
of Naval Operations staff in 1994 where he served as the Requirement Officer of
Acoustics.
From March 1996 to July 1998 he served as Deputy Commander for
Submarine Squadron Eleven; in September 1998 he reported as Commanding Officer,
USS Pogy (SSN 647), where he served until the
decommissioning in June 1999.
Captain Unetic reported to the Space
and Naval Warfare Systems Command (SPAWAR) in July 1999 and assumed the Program
Manager duties for Submarine Communications in September 2000. During his
tenure, submarine communications were brought into the 21st Century; through
the deployment of the Submarine High Data Rate antenna, Common Submarine Radio
Room and IP transition. He served as the Executive Assistant at SPAWAR prior to
reporting as Commanding Officer of SSC San Diego in August 2005.
Captain Unetic's awards include the
Legion of Merit, Meritorious Service Medal (four awards), Navy Commendation
Medal and the Navy Achievement Medal (three awards). He is a graduate of the
National Security Studies Program at Syracuse
University and holds a Master's degree
in Computer Information Systems from the University of Phoenix.
Biography of Lawrence P. Farrell, Jr.

Prior to his retirement from the Air Force in 1998, General
Farrell served as the Deputy Chief of Staff for Plans and Programs,
Headquarters U.S. Air Force, Washington,
D.C. He was responsible for
planning, programming, and manpower activities within the corporate Air Force
and for integrating the Air Force's future plans and requirements to support
national security objectives and military strategy.
Previous positions include Vice Commander, Air Force Materiel
Command, Wright-Patterson Air Force Base, Ohio,
and Deputy Director, Defense Logistics Agency, Arlington, Virginia.
He also served as Deputy Chief of Staff for Plans and Programs at Headquarters
U.S. Air Forces in Europe. A command pilot
with more than 3,000 flying hours, he flew 196 missions in Southeast Asia, and
commanded the 401st Tactical Fighter Wing, Torrejon
Air Base, Spain. He was also the system program manager for the F-4 and F-16
weapons systems with the Air Force Logistics Command, Hill Air Force Base, Utah.
He has also been a CNN military analyst commenting on matters
related to U.S military operations and programs.
General Farrell has had in-depth business development experience,
having served on various business strategy groups for such companies as LABBLEE
Corp, Raytheon, Labat-Anderson Inc., KPMG, Huber
Corp, The Boeing Company, and Philadelphia Electric Company. He has also served
on a number of study groups supporting The United States Air Force, The Rand
Corporation, and The Logistics Management Institute. In addition, he has been a
member of the advisory boards of UNISPHERE Inc., BAE Systems Simulation and
Training, Miltope Group Inc., Learning Byte
International, and The Camber Corporation.
He is a graduate of the Air Force Academy with a BS in
Engineering and an MBA from Auburn
University. Other
education includes the National
War College
and the Harvard Program for Executives in National Security.
A native of Montgomery, Alabama, he is married to the former Victoria Leigh Kruzel of Richmond,
Virginia. They have a son,

Rear Admiral Steven L. "Smiley" Enewold

Rear
Admiral Steve "Smiley" Enewold, a native of
Denver, Colo.,
graduated from the University
of New Mexico and its
Naval Reserve Officer Training Candidate Program in December 1972. After commissioning,
he entered flight training and postgraduate studies at Pensacola, Fla.
In June 1974, he received his Masters of Science in Aeronautical Systems from
the University of
West Florida and shortly
thereafter, "Wings of Gold" at Training Squadron Four.
Operational training began in January 1975 when he transitioned
to the A-6A/E Intruder at Whidbey
Island, Wash. His
initial Fleet squadron was the "Main Battery" (VA-196) where he
completed a WESTPAC/Indian Ocean Deployment and won his first Air Wing "Top
Ten" Tailhook Award. His follow-on assignment
was with VA-128 as an A-6 instructor pilot, serving as the AIRPAC NATOPS Model
Manager and lead instructor for the Familiarization, Weapons, and Tactics
training phases.
His second operational tour with the VA-52 "Knightriders" was shortened by selection to Air Force
Test Pilot School at Edwards AFB where he served as the Class Leader for Class
83A, "The Class with No Class". After graduation in December 1983, he
reported to the A-6 Weapon System Support Activity, China Lake, Calif.
His projects included the A-6E weapon integration of Harm, Harpoon 1C, IR and
LASER Maverick, Skipper II, Gator, Bigeye, AWW-13
Data Link Pod, and A-6F software design.
In 1987, he was selected as an Aeronautical Engineering Duty Officer
and started his third operational tour with the VA-115 "Eagles"
stationed in Atsugi, Japan.
In 1988, he transferred to the Naval Test Pilot School
where he served as Chief Flight Instructor, teaching in the Systems and Fixed
Wing curricula.
In June 1991, he transferred to Naval Air Systems Command
Headquarters, serving as both the A-6 "Class Desk" and Director, Air
Vehicle Division (AIR-530).
In August 1994, he assumed command of the Aircrew Systems Program
(PMA-202) where he managed the development, procurement and support of personal
flight equipment, night vision goggles, escape systems and survival radios.
In April 1997, he transferred to the Program Executive Office for
Tactical Aircraft Programs (PEO (T)) and assumed command of the EA-6B Program
(PMA-234) until August 1999.
In 2000, he completed a one-year assignment in the Secretary of
Defense Corporate Fellowship Program where he was assigned to Lockheed Martin
Mission Systems in Gaithersburg,
Md.
He served as Program Executive Officer for Air ASW, Assault and
Special Mission Programs (PEO (A)) 13 December 2000 until 30 January 2002 when
he became the Deputy Program Executive Officer, Joint Strike Fighter. He took
over as Program Executive Officer, Joint Strike Fighter, on 17 June 2004 and was
frocked to Rear Admiral Upper Half on 21 September 2004.
Mr. John S. Thackrah
Deputy Assistant Secretary of the Navy (Research, Development
and Acquisition) Management and Budget

Mr. Thackrah was sworn in as Deputy
Assistant Secretary for Management and Budget on April 18, 2005. Prior to
joining Government service Mr. Thackrah was a Senior
Executive at United Technologies Corporation, Pratt and Whitney Division. In
his last position, he provided overall leadership to the Pratt & Whitney
Combustor, Augmentor and Nozzle Module
Center that included
responsibility for operations, engineering, purchasing and aftermarket.
Previously, Mr. Thackrah was Vice President
Aftermarket Operations at Pratt and immediately prior to this he was Vice
President of World Wide Engineering at Otis Elevator Division of United
Technologies where he had responsibility for all product design and
development, a position he held for two years.
Prior to Otis, Mr. Thackrah joined
Pratt & Whitney in 1979 as a project engineer and assumed responsibilities
in the area of combustor and turbine projects in the JT9D-7R4 program. He then
joined the development effort of the PW4000 engine program in its early phases
and followed the full development of that program with increasing responsibilities
including combustor and turbine design, manufacturing assembly and test
engineering support, Boeing 747-400 certification flight test, and ultimately
Model Management and Program Management responsibility for the base and growth
derivatives of the PW4000 engine. Mr. Thackrah has
also served as Program Manager for the PW2000 engine and successfully completed
the green field start up of an Aftermarket Operations component repair facility
in Singapore.
Following his return from Singapore,
Mr. Thackrah assumed increasingly responsible
positions in Commercial Engine Programs and ultimately held the position of
Vice President, Commercial Engine Programs.
Mr. Thackrah has a Masters of Business
Administration from Rensselaer Polytechnic Institute and a Bachelor of
Mechanical & Aerospace Engineering Degree from the University of Delaware.
Oreta Stinson
Acting Director
Small Business Programs
Office of the Secretary of the Navy

Mrs. Oreta B. Stinson, Acting Director,
Office of the Secretary of the Navy, Small Business Programs, has over 28 years
of experience in Defense Acquisition.
Ms. Stinson is the Navy's principal advisor for all small-business
matters. She is responsible for
implementation of the Federal acquisition programs designed to assist small
businesses, including small disadvantaged businesses, women-owned businesses,
service-disabled veteran-owned businesses, historically underutilized business
zone businesses and Historically Black Colleges and Universities and Minority
Institutions (HBCU/MI).
Prior to her recent assignment, Mrs. Stinson completed an
eighteen-month rotational assignment in the Office of Small and Disadvantaged
Business Utilization, Office of the Secretary of Defense (OSD), (Acquisition,
Technology, and Logistics). Ms. Stinson's responsibilities and focus at the OSD
Small Business Program Office included Department of Defense (DoD) Indian Incentive Program and
HBCU/MIs.
Prior to this assignment, Ms. Stinson served as a Deputy Program
Manager for the Naval Mission Planning Systems at Naval Air Systems Command
where she led the development of a Joint (Navy/Air Force) Mission Planning
Systems for our warfighters. During her tour of the F/A -18 Program
Office, Ms. Stinson led the development of a risk program metrics methodology
that is currently used by many programs throughout the Department of Defense
today. Ms. Stinson has also worked in
the F-22 and V-22 program offices. Among
numerous awards, Ms. Stinson received the Department of the Navy Meritorious
Civilian Service award.
Ms. Stinson is a native of Goldsboro
North Carolina. She graduated from North Carolina
Agricultural and Technical
State University
with a Bachelor of Science degree in Mechanical Engineering in 1981. She received a Master of Science degree in
Business and Public Administration from Southeastern
University in Washington, D. C. in 1984. She is also a graduate of NAVAIR's
Senior Executive Management Development Program. Ms. Stinson is a member of the Acquisition
Professional Community and is level III certified in both Program Management
and Contracts.
Ms. Stinson and her husband, Frankie, reside with their two
children, their daughter Sydney, who recently graduated from North Carolina A&T
State University,
and son, Spyder, in Waldorf, Maryland.
Captain Stephen H. Huber

Steve Huber was born in West
Chester, Pennsylvania. He graduated from the U.S. Naval Academy and
was commissioned in 1980, having earned a Bachelor of Science Degree in
Oceanography/Physics.
After graduation, Captain Huber served as a Naval Academy
Seamanship and Navigation Instructor aboard a 44 ft. Luders
Yawl, followed by Surface Warfare Officers' School in Coronado, California. He reported to USS STEIN (FF 1065) in 1981,
where he served as Gunnery Officer, ASW Officer and Navigator/Administrative
Assistant. In October 1983, Captain
Huber reported to Naval District Washington, DC, as Aide to the Commandant. Following Department Head
School in June 1986, he
reported to USS REASONER (FF 1063) as Weapons Officer. He then reported to Destroyer Squadron 5 as
Operations Officer in February 1988. In
January 1990, he reported to the staff of Commander
in Chief, U.S.
Atlantic Fleet, as Assistant Surface ASW Officer and Special Operations
Officer. From Norfolk
he moved to Newport, Rhode
Island, where he began his studies at the Naval War College in March 1992. In October 1993 he reported aboard the USS
GARY (FFG 51) as Executive Officer. His
following tour was with the staff of Commander, THIRD Fleet, as Flag
Secretary. In March 1997 he moved to Washington, DC
where he served as the Combat Systems Training Officer on the staff of the
Surface Warfare Division of the Chief of Naval Operations (OPNAV N869T2). He then served as Command Officer in the USS
FIFE (DD 991) from September 1998 through April 2000. During his Command tour, FIFE
deployed to the Eastern Pacific in support of Counter Narcotics Operations, was
the first ship to go through an availability using a private contractor in a
public shipyard, and was awarded the SECNAV Energy Conservation Award. At NAVSEA, Captain Huber has served as the
Warfare Area Roadmaps Officer in the Surface Ship Technology Directorate (SEA 53)
and Deputy Program Manager in PMS 430the BFTT program office. His last assignment was as Deputy Director,
Human Systems Integration Directorate (SEA 03B).
Captain Huber's awards include the Meritorious Service Medal
(with three gold stars), the Navy Commendation Medal (with four gold stars),
the Navy Achievement Medal, and several unit awards. He holds a Master of Arts Degree in
International Studies from Old Dominion University
and a Master of Arts Degree in National Security and Strategic Studies from the
Naval War College. He was inducted into the International
History Honors Society, Phi Alpha Theta, in 1993. He was designated an Acquisition Professional
in January of 1997 and DAWIA Level III certified in Program Management in
February of 2002. He was a 2003 National
Security Studies Fellow at the Maxwell
School, Syracuse University.
Captain Steven M. Wirsching

Captain Steven M. Wirsching reported as
Commanding Officer, Naval Facilities Engineering Command Southwest in June
2007, after previously serving as Executive Officer from July 2006. Previously he served as the Commander, 31st
Seabee Readiness Group and Commanding Officer, Naval Facilities
Expeditionary Logistics
Center. A native of Twin Falls,
Idaho, he graduated from the United States Naval
Academy in 1983 with a
Bachelors of Science Degree in Aerospace Engineering. He earned a Masters of Science Degree in
Civil Engineering from the Pennsylvania
State University,
and attended the Executive Management Program at Carnegie
Mellon University

A native
of Atlanta, Ga., Commander Kenneth T. Nations was
commissioned April 1989. He holds a
Bachelor of Business Administration degree and a Master of Business
Administration degree from the University
of Georgia. He is also a graduate of the Darden Navy
Executive Education Program.
Cmdr. Nations joined Fleet Industrial Supply Center San Diego in
October 2006. He was previously assigned
to the Naval Supply Systems Command (NAVSUP) from December 2003 through
September 2006. While at NAVSUP, he
initially served as head of the Aviation Readiness Team. In 2005, he was assigned as director of the
Afloat Supply Department of the Future and the fleet's lead agent for all
aspects of new platform supply enhancements, process improvements, and quality
of life initiatives. In this role, he
established platform managers for each new ship class and personally supported
all new aircraft carrier supply design changes and technology insertion.
Prior to his NAVSUP assignment, Cmdr. Nations served as
comptroller for the Coalition Provision Authority (CPA), Iraq. As the CPA comptroller, he administrated over
$6 billion in appropriated and Iraqi assets funds. He played a central role in establishing Iraq's fiscal
institutions and banking system. He also
created the CPA reconstruction requirements board to prioritize CPA, USAid, Army, NGO, and coalition partner reconstruction
across Iraq. This board's importance rapidly expanded,
receiving U.N. charter recognition and membership.
Cmdr. Nations has served in a variety of other sea and shore duty
assignments providing him extensive logistics and financial management
experience. At sea, his assignments have
included supply officer of USS O'BANNON (DD 987); and sales officer and
material officer aboard USS THEODORE ROOSEVELT (CVN 71). Ashore his assignments have included
accounting and budget officer, weapons systems support officer, and sea swap
lead for Commander, Naval Surface Forces; division head for Small Afloat Supply
Department Head Course, Navy
Supply Corps
School; and Navy
acquisition contracting officer at Fleet and Industrial Supply Center
Charleston.
Cmdr. Nations' personal decorations include the Bronze Star
Medal, Meritorious Service Medal (two awards), Navy Commendation Medal (five
awards), and the Navy Marine Corps Achievement Medal (two awards). He is a
qualified Air and Surface Warfare Supply Corps Officer, and a member of the
Navy Acquisition Professional Community.
Cmdr. Nations is married to Kristen originally of Atlanta, Georgia
and has three sons Mark (13), Conner (11) and Slate (7); and a baby daughter Annika.
Eric R. Duncan, Sr.
Mr.
Duncan has completed over thirty-eight years service with the Federal
Government. He currently serves as
Deputy for Small Business at the NAVSEA Port Hueneme
Division, Naval Surface
Warfare Center,
Port Hueneme,
California under written
appointment of the Commander and the Director, Office of Small &
Disadvantaged Business Utilization, Office of the Secretary of the Navy. Since 1979 he has served in a similar
capacity with three other Navy field commands under various system commands..
Prior to managing a activity small
business program he worked in the Contract Division Naval Air Station, Point Mugu from 1974 1979.
He was with Defense Contract Management Office, Van Nuys District from
1973-1974 performing in plant contract reviews.
Before entering Federal Civilian Service Mr.
Duncan was employed as a Logistics Manager for Bendix
Field Engineering Corporation under National Aeronautics & Space
Administration contracts supporting tracking of both manned and unmanned space
vehicles at the Goldstone Tracking Complex. He served a four-year tour of duty with the
U.S. Marine Corps from October 1961 until February 1966 when he was honorably
discharged from active duty.
Mr. Duncan was raised and attended elementary and secondary
school in southern New Jersey. After his military tour he completed Junior
College in Ventura California attaining an Associate of Arts
Degree. He has attended numerous
Department of Defense and Navy contract and management courses and is currently
certified at level three Contracting under the Defense Acquisition Workforce
Improvement Act and is a member of the Department Of Defense Acquisition
Professional Community.
Mr. Duncan is a two time recipient of the Department of Veteran
Affairs Champion Award in 2003 and 2005 for his work with service-disabled,
veteran-owned small business (SDVOSB) firms.
He was the Navy Department recipient of the Department of Defense Golden
Talon Award which recognized his efforts in increasing participation by SDVOSB
firms in 2006.
Mr. Duncan resides in Camarillo,
California and has served in
numerous youth and church related activities.
He is grandfather to three beautiful granddaughters and one hard nosed
grandson. Hobbies include fishing,
camping, hiking, tennis, golf and biking with a particular fondness for high
Sierra trout fishing in clear cold waters.
